Clip textures that extend past the end of VRAM

Lock the renderer when rendering to texture to avoid it being overwritten before being used.

Small fix for gcc8

The linker will segfault for me when mcpu is not specified.

Update Makefile for odroid

This will properly compile with platform=odroid
- Add support for XU4 (newer kernels)
- Change mcpu to mtune (mcpu is a bit useless with march)
- Always define BOARD variable
- Use mfpu=neon-vfpv4 on newer compilers
