Draft: Set up linux-aarch64 cross-compile environment

I don't actually know how any of this works, but I take it these recipe fragments work kinda like include statements? If that's indeed the case, this one just nukes the sources.list and replaces it with one that's compatible with arm64 and then exports the CC/CXX variables to point to the arm64 cross-compiler.
