Fix flashing interlacing

Took some code from a more up-to-date WinUAE to stabilize interlaced mode.

  • Wizkid does not strobe anymore
  • CELTIC-MultiscrollerScroller stays at 50fps

Added "(PAL)" and "(NTSC)" detection to filename as a bonus.
