WHDLoad info launch improvements

WHDLoad:
(These will not update without deleting the current WHDLoad directory/image under saves)
- Improved manual info launching (when fire button is held at startup)
- Fixed infos inside directories
- Fixed directory info launching
- Readme is not launched anymore after each launch
- Manual info launch state is remembered
